It does come with a SIM card that you have to pay for a plan and activate through the BlackVue app. Or you can go online or to a store and buy an at&t or T-Mobile prepaid sim card with a plan. I my self use eiotclub.com's double network sim card (uses both at&t and t-mobile networks) and get the 24gb 360 day plan. But there are many plans to choose from.

HORRIBLE! If you're looking for an easy setup, this AINT IT! Says that the SIM card is included, but its not... and Blackvue has absolutely NO IDEA what the Hell they're doing, so good luck finding one. This item is absolutely useless, and it just added several weeks and a few hundred bucks, to this job. Now I have to start all over again.

It did come with a sim card but without the network parameters to set it up. Tried every suggestion I could find online but none helped andno number to call. Had to abandon the cloud setup. Poor customer support. I probably would not buy if I knew what I know now.
