Does the tilt have just two settings - 0 or 15 degrees or is it continuously variable?

It is continuously variable as you twist to unscrew and manually extend legs to desired position; not via click/fixed positions. This it works well in an uneven surface too.

need something for a 81 lbs 75" TV would use one one each side. Will these support and stabilize the tv for this purpose?

i would say yes, but would not recommend, over time i would not trust it for that.

What size are the screws used to attach the legs? Opened the second box and the screws were missing.

I don't know. I have stuff on mine and can't remove it all to look at the screw size. Return the item as defective and reorder. Or take it to a local hardware store (mom n pop type) and they can help you find the right size screws.
