I don’t know what kind of weather you want carrier to withstand but I have to say no. Carrier is not insulated, and not waterproof-zip door entrance is screened.

Why is the tray smaller than the bottom of the carrier? Why does the interior smell so much, should I clean it before putting my parakeet in it?

The tray inside of mine wasn’t very small. It fit perfectly. Mine also didn’t have an odor. Not sure why yours does.

I am a new budgie owner. Can I carry 2 birds in one carrier, or do I need to buy a carrier for each?

Thanks for asking and this budgies carrier is big enough to fit 3 ones at the same time, no need to purchase two carriers.

Can I order another screw for the perch?

Here is the link for buyer to purchase extra perch. https://www.amazon.com/dp/B0BVB4N7HC
